You can have a working system this week. Keep it small, keep it consistent, and grow it once entry becomes a habit.

Pick 3 to 5 critical fields

Case ID, client name, conviction date, current status, offense.

Use a simple free tool

A single Google Sheet is fine. Add drop-downs for status and offense from day one.

Assign one owner

One named person handles entry and consistency. Shared responsibility becomes nobody's responsibility.

Start with new cases

Do not try to back-fill years of history. Capture new intakes cleanly, then digitize the backlog as capacity allows.
